The Chief Medical Officer (CMO), Population Health Services Organization (PHSO) will play an integral role in UCHealth's journey to continuously improve care delivery, create value for the benefit of our patients, and support the long-term success of our organization.
The CMO, PHSO is a member of the senior leadership team for the Population Health Services Organization and Clinically Integrated Network (CIN). The CIN is named UCHealth Integrated Network and with the PHSO as a support structure, serves patient populations with various governmental and commercial payer value-based contract programs. The position is directly responsible to and serves at the pleasure of the Chief Population Health Services Officer of UCHealth. The CMO, PHSO will work with the Population Health Services team, UCHealth executive team, and CU Medicine, Inc. in a decision-making and support role to set goals and priorities of the CIN, provide senior operational leadership, identify and recruit operational resources, and clearly articulate the values and goals of the CIN. He/she will formalize operations and continue to build on UCHealth's efforts to launch the CIN, building the infrastructure, standards, and processes for business, and galvanizing physicians around this vision, while meeting the directives established by the health system's mission, vision and values statements.

The CMO, PHSO and UCHealth Plan Administrators' success in this position will be measured by attaining these goals:
Translate vision into strategic and tactical execution plans. Think innovatively and strategically about differentiators and critical needs for population health management.
Support the ongoing implementation of administrative and financial programs intended to support physicians in achieving the clinical and operational goals of the CIN.
Provide executive management oversight to the Medical Staff services for the CIN.
Recruit, mentor, retain, and engage providers around the vision and common goals of a high performing CIN.
Work with leadership to engage, enable, and empower providers through incentives, tools, data systems, and clinical resources.
Leverage UCHealth resources in ongoing development of the PHSO/CIN, ensuring the right processes, financials, IT, reporting/analytic, and operational capabilities to drive both metric and margin improvement.
Capitalize on opportunities in the marketplace to develop new models, intellectual properties, and capabilities.
Communicate with executive leadership and legal and regulatory entities to champion the initiatives of the CIN.
Create an environment that fosters physician and staff collaboration to enhance revenues, control costs, develop new programs, and continuously improve clinical quality customer service, and overall performance.
Maintain a strong, aligned partnership with UCHealth senior leadership teams.
Interface with departmental chairmen, University of Colorado Medicine Faculty, University Affiliates, Network providers, and other providers, as appropriate.
Support and direct population health management clinical guidelines in support of UCHealth's CIN initiative including community-based physician alignment activities and performance-based network model architecture support.
Review clinical indicators for ambulatory and inpatient care. Analyze data and establish priorities for focused studies and healthcare quality and cost interventions in cooperation with the CIN Clinical Committee.
Solicit input, contribute to development, review, and dissemination of clinical guidelines to CIN providers.
Support the PHSO VP of Care Management in the ongoing build of the care management structure and functional activities.
Support the PHSO Pharmacy Director in the ongoing development of a CIN Pharmacy management program that includes clinical pharmacy interventions to support the care team and care management staff, as well as other pharmacy programs designed to impact pharmacy–related quality, utilization and cost outcomes.
Support the PHSO Director of Pricing and Performance with the clinical input needed to optimize the PHSO's clinical informatics and reporting program to support CIN participating providers with accurate and actionable analytics they can use in their practice.
Drive a patient-centered culture of engagement.
Drive evolution of an effective organizational and governance structure.
Ensure a highly entrepreneurial, innovative, and accountable culture.
Understand the local, regional and national competitive environment and focus efforts on positioning UCHealth, its programs and physicians as the providers of choice in their respective markets.

Graduate of an accredited Medical School.
Licensed to practice without restriction in the State of Colorado. Current licensure and credentials will be verified upon hire and thereafter no less than every three (3) years. Physicians are required to notify the organization in a timely manner of an adverse change in licensure or certification status. In the event of a change in status, corrective action will be take, as appropriate.
Qualifications, Skills and Traits
Five (5) or more years' experience in population health management programs, with a payer, an IPA/PHO or an Accountable Care Organization required. Experience preferred with governmental or Commercial payer value-based payment programs, such as Medicare Shared Savings Program (MSSP). 8 years' experience in senior-level leadership.
An ambitious, seasoned, successful senior leader with experience in academic and private medical settings and experience with insurance and managed care;
Record of successfully creating and translating strategic and operating priorities into implementation plans with clear accountability and monitoring of performance;
Ability to navigate ambiguous situations and effectively make decisions based on available information;
Demonstrated experience as an effective decision maker in an environment where engagement, inclusiveness and alignment with the medical staff is a priority;
Models strong, adaptive, and intuitive leadership and a responsive service culture across all parts of the Health System that involves and brings together nurses, APP's, physicians, and employees at all levels and positions;
Highly credible and charismatic; understands how to lead a patient-centered and physician-led healthcare organization serving a diverse population;
Outstanding management skills with the ability to identify, recruit, train, develop, promote, and retain top talent;
