The Network Electronic Health Record Management (EHRM) Patient Safety Officer is a registered professional nurse, qualified by education, experience and specialized expertise to lead, develop, implement, monitor and evaluate clinical and administrative processes for the delivery of safe patient care across the Network as it pertains to the implementation of the EHRM and consistent with the mission, vision and strategic priorities of VISN 20. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care. The Network EHRM Patient Safety Officer executes leadership that supports and promotes a Network framework focused on delivering high quality, safe and reliable care centered on the Veteran and is characterized by substantial and continuous responsibility and accountability for continuous improvement of integrated programs that cross medical centers and service lines and influence the Network's mission and delivery of health care. The incumbent is responsible for providing clinical and administrative recommendations relative to the patient safety management functions and is a key leader in the Network's approach to assess and improve the quality of healthcare services. He/she utilizes the nursing process and a wide range of analytical and evaluative methods and techniques in providing consultation to leadership of all VISN 20 facilities and provides support to program leaders, medical center committees and quality improvement teams. The incumbent demonstrates a high degree of leadership, motivation, self-direction and initiative in patient safety activities, and has specialized knowledge of patient safety processes. This position encompasses areas such as: Developing, managing and facilitating the EHRM Network Patient Safety Program, providing oversight and guidance of EHRM patient safety activities including collaborating with the VISN Patient Safety Officer for quarterly reports to the National Center for Patient Safety (NCPS.). Provides leadership and acts as Network liaison for VISN programs related to EHRM Patient Safety. Acts as liaison and promotes integration of Network programs including System Redesign, Credentialing and Privileging, Environment of Care Safety and Engineering, and Veteran satisfaction to further the goals of patient safety and Just Culture. Responsible for administrative functions of their assigned program. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. Establishes and maintains effective relationships with all levels of medical center and VISN personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to: Assist nurse managers and advanced practitioners to carry out the functions and activities expected of them. Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide. Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs. Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care.
