The RS RN is a member of the Mental Health and Behavioral Sciences Service whose role is to work collaboratively within an interdisciplinary team of Mental Health professionals to manage, coordinate, and provide comprehensive, accessible, veteran-centered mental health nursing care management to a defined patient case load in partnership with the veteran and the veteran's personal support person(s).Support the veteran's recovery and integration with their community and family. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2022. Basic Requirements: United States Citizenship. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in a MSN Bridge Program.] The Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) OR The Commission on Collegiate Nursing Education (CCNE). The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Registration: A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR An ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR A Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR An ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR A BSN with approximately 1-2 years of nursing practice/experience; OR A Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR A Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR A Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR A Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. S/he may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. S/he must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. Applicants must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements may involve lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. S/he must complete annual Employee Health requirements, such as TB screening or testing on hire, as a condition of employment. ["This is specifically a substance abuse patient population. The RS RN functions within a nursing process framework for problem solving and care facilitation: assessment, planning, implementation, and evaluation. Job duties are focused on achieving optimum mental, physical health, and illness prevention. S/he is responsible for the assessment and triage of the mental health needs of all patients on the RS patient roster. S/he is expected to perform data collection and analysis for the purpose of improving care to patient groups, maximizing utilization of resources, and enhancing the case management program. The RS RN is expected to execute position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care. S/he demonstrates (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning; (b) Using advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes, (c) Functioning as an expert in clinical practice and/or areas related to the assigned roles and responsibilities, (d) Systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within an area of expertise, (e) Guiding, developing, and supporting staff from a leadership perspective, and (f) Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities. The RS RN is clinically accountable to the Nurse Manager, MH&BS, for providing the highest quality of nursing care possible for veterans. This responsibility includes the utilization of general clinical nursing skills and knowledge in care coordination of patients and education of patients/significant others as indicated. Other responsibilities include but are not limited to the following: - Assesses and triages mental health needs of all the RS patients on assigned team.\n- Liaison with Primary Care Providers and Patient Aligned Care Team (PACT) and Specialty clinics staff at the VA ACC advocating for veteran needs on a case-by-case basis.\n- Identifies target patients considered high risk for increased morbidities.\n- Provides input on Treatment Plan for veterans.\n- Consults with and provides education as needed for other RS staff regarding the medical problems of the caseload.\n- Provides direct patient care within scope of practice, including but not limited to phlebotomy and EKG testing.\n- Works as part of an interdisciplinary treatment team.\n- Utilizes care planning tools, assessment, and screening tools to plan and implement care.\n- Provides referrals to VA and non-VA care sources to meet the needs of the veteran.\n- Identifies and develops a plan to alleviate barriers to care such as accessibility, affordability, and availability.\n- Ensures completion of education and training initiatives.\n- Maintains accurate veteran records while adhering to regulations protecting patient confidentiality.
